608. If all the municipalities have approved the by-law, the secretary of the management board shall send a certified copy of it to the Minister of Municipal Affairs, Regions and Land Occupancy, together with every other document he may require.
Before approving the by-law, the Minister may order each municipality whose territory is under the jurisdiction of the management board to submit the by-law to the qualified voters for approval. A referendum poll must then be held in accordance with the Act respecting elections and referendums in municipalities (chapter E-2.2).
The secretary must provide the Minister with any information requested by him with respect to the by-law.

608. If all the corporations have approved the by-law, the secretary of the management board shall send to the Minister of Municipal Affairs
(1)  a certified copy of the by-law;
(2)  a certificate of the treasurer attesting that, on the date of signature thereof, no expense ordered by the by-law has been incurred and no act prescribed therein has been undertaken;
(3)  any document or information required by the Minister.
Before approving the by-law, the Minister may order each corporation whose territory is under the jurisdiction of the management board to submit the by-law to the qualified voters for approval. A referendum poll must then be held in accordance with the Act respecting elections and referendums in municipalities (chapter E-2.2).
Article 1075.1 applies to the by-law.
